Drought Stage 2 Restrictions

Published: August 21, 2024

Dear Celina Residents,

As temperatures continue to rise in North Texas, the City of Celina urges all residents to be mindful of their water usage. We appreciate your understanding and cooperation during these hot, dry conditions.

In response to heightened demand and under the City of Celina's Drought Contingency and Water Conservation Regulations as adopted by City Council, we have made the decision to advance to Stage 2 of the Drought Contingency Plan effective Friday, August 23, 2024.

This step is necessary to manage our water resources effectively during this period. Our water systems are operating at full capacity, and while we are committed to ensuring consistent service, demand during peak hours stresses our distribution capabilities. To ensure proper water pressure and service for all, the goal under Stage 2 is to achieve a 10% reduction in water usage compared to normal conditions.

Some of the key measures we are implementing is a strict watering schedule to optimize water efficiency.

  • Outdoor irrigation is limited to one day per week for automatic irrigation systems and hose-end sprinklers, including landscaped areas.
  • No outdoor watering with these systems is allowed between 10:00 AM and 6:00 PM.
  • Irrigation of landscaped areas and building foundations is permitted for up to two hours on any day if done with a hand-held hose, drip irrigation, or soaker hose system.

In addition, Stage 2 of the Drought Contingency Plan includes further restrictions designed to effectively address the ongoing drought conditions.

  • Prohibit recreational water use (water used for leisure and entertainment purposes), including the use of faucets or hoses in such a manner that creates runoff or other wastes prohibited (i.e., washing cars, running lawn fountains, etc.).
  • Reduction in draining and filling of swimming pools is encouraged.
  • New pool permits are prohibited. If a permit for a new swimming pool, wading pool, Jacuzzi, or hot tub was received prior to the implementation of Stage 2, the owner may fill it with water no more than once, if necessary, to prevent structural damage.
  • The establishment of new sod and other landscaping plants is prohibited for existing landscapes. New developments may still establish landscape and have a variance for a maximum of 30 days.

Landscaping

Please be aware that during periods of intense sunlight and minimal rainfall, it is typical for lawns to turn yellow and become dry, which may appear unhealthy or even dead. Please be assured that this is generally a sign that your lawn is dormant and will revitalize once conditions improve.

Irrigation Evaluation Program

Residents are encouraged to sign up for the City’s Irrigation Evaluation Program. Evaluations are available on the 25th of every month, with appointments scheduled from the first of the following month. This program is offered on a first-come, first-served basis at no cost to Celina water utility customers.

Cycle & Soak Method

The City is urging residents to consider utilizing the Cycle & Soak Method of irrigation, an effective technique where water is applied in multiple short cycles spaced at least one hour apart. This method reduces runoff, allows water to penetrate the soil, and promotes deeper root growth and healthier plants.

We are grateful for your continued support and commitment to conserving water. Your cooperation is essential as we work together to manage our water resources efficiently.
